Level 1 Funding#

Request#

A Project states outcome, milestone, requested resource/amount, alternatives, risks, conflicts, people affected, and what happens if underfunded. Ki helps draft; the Source confirms.

Signal and decision#

Each eligible Source has three non-transferable sandbox signals per funding round: support, revise, or abstain. Signals are not legal ballots, not wealth-weighted, and not automatic allocations. The family funding circle applies the published policy: bounded Level 1 scope, capacity to execute, role/relationship legitimacy, safety, conflict handling, and learning value. Vesper records recusals. The decision can fund, fund with conditions, revise, defer, or decline.

Allocation#

The allocation Command writes sandbox ledger entries and a Record. Project-space objects reflect granted/pending/declined state without red urgency. Real-mode funding substitutes an external operation and cannot complete before settlement. A denial includes safe reason codes and one revision path.
