Level 1 Governance#

Level 1 governance is intentionally light but compatible with future Forums.

Decisions#

• Project formation: Catalyst/formation grant plus Source confirmation.
• Membership: Project policy and mutual consent.
• Contribution acceptance: named Project role or milestone agreement.
• Sandbox funding: published family-circle policy with conflicts/recusals.
• Project expansion: objective state criteria plus Project confirmation.
• Bellwether-wide rule: reserved to a versioned policy change; never improvised by an Actor.

Each Decision exposes question, options, authority, participants/eligibility, evidence, conflicts, deadline, quorum/threshold if applicable, reversibility, exact consequence, and Record. Discussion and non-binding signals remain separate from enactment.

Future compatibility#

Funding Requests can become Proposals; Project decision niches can project Forum state; typed Commands already carry exact parameters. Wealth-funded positions, if ever added, remain separate from human ballots.
