Balance rule#
A Project can start with one Catalyst or an authorized solo fallback, but expansion rewards complementary contributions rather than mandatory headcount. Creators, Builders, and Organizers can originate a Project proposal; the Level 1 distinction is that a Catalyst has direct Project-initiation permission after Pitch confirmation. Others can ask Ki to recruit a Catalyst, request a temporary formation grant, or demonstrate enough cross-role evidence to reassess.
Roles grant bounded Actions inside a Realm. They do not create human worth, global rank, employment status, legal office, or authority in unrelated Realms.
