# Governance and Authority

Coherence configuration is an Action. Drafting, rehearsal, publication, measurement, intervention, and policy change have distinct Authority requirements.

## Namespace governance

- Kiduna governance publishes system dimensions and constitutional policies.
- Realm governance publishes Realm profiles, dimensions, and local policies.
- A controlling Source or authorized steward publishes private Ally/Actor/Avatar profiles, subject to Realm and system rules.
- Anyone may propose/draft; proposal does not confer Authority.

## Change contract

A prepared change shows object/version, subject/scope, before/after diff, inherited effects, affected participants, measurement/retention changes, response changes, activation, expiry, rollback, and required approval. Material live changes create a new immutable version and may invalidate previous calibration or grants.

## Source control

Where authorized, a Source can set desired Ally behavior, Actor operating values, Avatar aspirations, Realm posture, temporary targets, and recommendation preferences. The Source may accept, reject, or modify Sentinel recommendations. The Source cannot grant Authority they do not hold or override system boundaries, other Sources' Consent, Realm governance, or legal Record duties.

## Sentinel governance

Each Sentinel grant lists observable subjects/data, scopes, policies, permitted responses, tool/Connection access, resource limits, delegation, expiry, reviewer, appeal, quarantine maximum, and release Authority. The Sentinel cannot widen this grant, approve its own exception, or impose a final irreversible remedy.

## Contestability

Affected participants can inspect why a reading/action occurred, correct evidence, challenge inference, request human/governance review, and see the outcome. Realm policies define who adjudicates disputes and how minority/dissenting positions are preserved.
