This is a **System**, not a Theme or Realm. It is classified primarily under **Place & Planet → Housing, Place & Belonging**, with supporting focuses **Money, Finance & Ownership** and **Rights, Justice & Solidarity**. It was built against Kiduna Canon **V0.42 — 2026-08-24 14:33 EDT** and the supplied Mapshifting Systems Engine v1.0.0. It does not mutate the Canon.

## Architecture

The package preserves registry, stable graph, candidate ledger, expressions, Realm boundaries, Sentinel handoffs, and lineage as separate layers. Engine Output remains generative and intact; Sentinel handoffs annotate legal variation, regulatory sensitivity, fair lending, financial risk, historical discrimination, real people, technology, and public release.
